अम्बेडकरनगर।  लेखपाल संघ के अध्यक्ष राम सिधार ने कहा कि उनके अगर किसी साथी के साथ दबाव बनाया गया या कार्यों के लिए प्रताड़ना की गई तो संघ के साथ मिलकर आर पार की लड़ाई लड़ी जाएगी। उपजिलाअधिकारी मोहनलाल गुप्ता ने कहा कि किसी भी लेखपाल के खिलाफ विभागीय कार्रवाई करने का अधिकार है। निर्वाचन का कार्य अति महत्वपूर्ण है लापरवाही तथा बैठक के दौरान लेखपाल द्वारा बातों का सही मर्यादित ढंग से उत्तर ना देने के कारण स्पष्टीकरण 15 दिन का समय देते हुए मांगा गया था जिससे लेखपालों अनैतिक आचरण करते हुए

दबाव बनाने की कोशिश की है। मंगलवार को तहसील कार्यालय रामनगर में लेखपालों ने एकजुट होकर उपजिलाधिकारी के गाड़ी के आगे खड़े होकर जमकर नारेबाजी की और एसडीएम के गाड़ी का दरवाजा खोल दिया लेखपालों ने किया हंगामा एसडीएम का घेराव कर की नारेबाजी।

लेखपाल अनुज प्रताप धर्मा को नोटिस दी गई थी

अम्बेडकरनगर। (आलापुर) साथी कर्मचारी को नोटिस दिए जाने से क्षुब्ध लेखपालों ने मंगलवार को आलापुर तहसील में एसडीएम का घेराव करते हुए जमकर हंगामा किया। लेखपालों ने आरोप लगाया कि एसडीएम का व्यवहार लगातार अपमानजनक बना हुआ है, जिसे स्वीकार नहीं किया जा सकता। लेखपाल एसडीएम की गाड़ी के आगे जाकर खड़े हो गए। उनका गेट खोल दिया। इसके बाद जमकर नारेबाजी की। एसडीएम को वाहन से उतरकर अपने कक्ष में वापस जाना पड़ा। वहां भी लेखपालों ने खूब नारेबाजी व हंगामा किया। बाद में अधिवक्ताओं के हस्तक्षेप पर लेखपालों का आक्रोश शांत हुआ। जानकारी मिलते ही सीओ आलापुर समेत कई थानों की फोर्स तहसील परिसर पहुंच गई। उधर डीएम के संज्ञान में मामला लाने के बाद एसडीएम ने जहांगीरगंज थाने में तीन लेखपालों के विरुद्ध नामजद तथा 25 अज्ञात लेखपालों के विरुद्ध विभिन्न धाराओं में केस दर्ज करा दिया। इसमें एसडीएम ने लेखपालों पर आरोप लगाया कि उन्होंने जूता निकालकर पिटाई करने तथा दलित एक्ट में फंसा देने को धमकी दी।

मौके पर मौजूद एसपी व पुलिस बल

      गौरतलब है कि एक दिन पहले सोमवार को तहसील परिसर में बीएलओ की बैठक आयोजित हुई थी। उसमें अधिकारियों द्वारा कई तरह की जानकारी मांगी जा रही थी। एसडीएम मोहनलाल गुप्त ने लेखपाल की लापरवाही पर नाराजगी जताई, तो उसके द्वारा मीटंग में ही एसडीएम से कहासुनी कर ली गई। इसे देखते हुए सोमवार देर शाम संबंधित लेखपाल अनुज प्रताप शर्मा को कारण बताओ नोटिस जारी कर दी गई। इसी को लेकर लेखपालों में आक्रोश भड़क गया। तहसील क्षेत्र के सभी लेखपाल मंगलवार को तहसील परिसर में एकत्र हुए। यहां उन्होंने एसडीएम पर अक्सर अभद्र भाग का प्रयोग करने तथा लेखपालों को अपमानित करने का आरोप लगाते हुए तय किया कि इस रवैये को लेकर एसडीएम से सीधी बात की जाएगी। उन्हें अपने रवैये में बदलाव लाना होगा। लेखपालों की हंगामेंदार बैठक चल ही रही थी कि इसी बीच क्षेत्र में डीएम के दौरे की खबर मिलते ही एसडीए जीप में बैठकर निकलने लगे। इसकी जानकारी होते ही बड़ी तादाद में लेखपाल तेजी से वहां पहुंच गए और एसडीएम का घेराव कर नारेबाजी शुरू कर दी।

लेखपालों को समझाते पुलिस कर्मी

लेखपालों को होमगार्डी व अर्दली ने रोकने व समझाने की कोशिश की, तो भी हंगामा न थमा। लेखपाल एसडीएम के विरुद्ध नारेबाजी तेज करते जा रहे थे। आक्रोशित लेखपालों ने एसडीएम को गाड़ी से उतरने को मजबूर करने के लिए गेट तक खोल दिया। हंगामा बढ़ते देख एसडीएम जीप से उतरे और सीधे कक्ष में पहुंच गए। वहां भी जमकर हंगामा हुआ। जानकारी मिलते ही सीओ जलालपर कृष्णकांत शुक्ल के अलावा आलापुर, जहांगीरगंज, कटका, मालीपुर, जैतपुर, व जलालपुर आदि

थानाध्यक्ष दलबल के साथ तहसील परिसर पहुंच गए। मामले में एसडीएम ने देर शाम तीन लेखपालों को निलंबित कर दिया। इनमें से एक रामसिधार लेखपाल संघ के तहसील इकाई अध्यक्ष हैं। दो अन्य लेखपाल जगदेव पाण्डेय व रामसजीवन वर्मा को भी निलंबित किया गया है। अधिवक्ताओं ने शांत कराया मामला

एसडीएम जब अपने कक्ष में पहुंचे, तो वहां भी लेखपालों ने जमकर भड़ास निकाला। नारेबाजी की और कहा कि अक्सर असंसदीय भाषा का प्रयोग एसडीएम द्वारा किया जाता है। इसी के चलते धैर्य अब जवाब दे गया है। हंगामा होता देख तहसील के कई वरिष्ठ अधिवक्ता एसडीएम कक्ष पहुंच गए। उन्होंने बीच बचाव कर हंगामा शांत कराया। लेखपाल इसके बाद कक्ष से बाहर निकल आए। तब जाकर एसडीएम तहसील परिसर से डीएम के दोरे की तरफ निकल सके।

लेखपालों पर दर्ज हुआ केस

तहसील में हुए हंगामें को लेकर एसडीएम आलापुर मोहनलाल गुप्त ने जहांगीरगंज थाने में दर्ज कराए केस में कहा है कि दिन में सवा 12 बजे करीब जब वे जीप में बैठकर जा रहे थे, तो लेखपाल रामसिधार व जयदेव पाण्डेय सहित लगभग 25 लेखपाल नारा लगाते हुए गाड़ी को घेर लिए। दोनों लेखपालों ने गाड़ी का दरवाजा जबरन खोल दिया और जूता निकालकर मारने की बात कहने लगे। लेखपाल रामसजीवन वर्मा व अन्य द्वारा भी गाली गलौज की गई। तहरीर में कहा गया कि लेखपाल रामसिधार ने कहा कि यदि आप कोई कार्रवाई करते हैं, तो मैं आपके विरुद्ध एससी एसटी एक्ट में केस दर्ज कराऊंगा। एसडीएम की तहरीर के बाद जहांगीरगंज पुलिस ने तीनों नामजद लेखपाल तथा अज्ञात के विरुद्ध केस दर्ज कर लिया।

जिम्मेदारी का किया निर्वह्न

एसडीएम मोहनलाल गुप्त ने कहा कि मैंने निर्वाचन से जुड़े कार्य में लापरवाही बरतने तथा बैठक में मांगी जा रही जानकारी का मर्यादित ढंग से उत्तर न देने आदि को लेकर संबंधित लेखपाल को नोटिस दी थी। जवाब देने के लिए 15 दिन का समय दिया गया था। इसके बावजूद लेखपालों द्वारा अनैतिक आचरण किया गया। राजकीय कार्य को संपन्न कराने के लिए जो भी प्रयास किए जाते हैं, वह सामूहिक मेदारी का परिणाम होता है। इसी भावना के साथ हम सभी को कार्य करने की जरूरत होती हैं। मैंस इसी जिम्मेदारी का निर्वाह कर रहा था।

नहीं बर्दाश्त होगा उत्पीड़न व अभद्र आचरण

लेखपाल संघ के स्थानीय अध्यक्ष रामसिधार ने कहा कि एसडीएम का रवैया काफी दिनों से अभद्र था। उनके द्वारा अशिष्टतापूर्ण आचरण किया जा रहा था। लेखपालों को अभद्र भाषा में बुलाने या डांटने काअधिकार उन्हें नहीं है। लेखपाल कोई बंधुआ मजदूर नहीं हैं। हम सब सरकारी काम का पूरा निर्वह करते हैं और करेंगे, लेकिन व्यक्तिगत मानसम्मान से कोई भी खिलवाड़ एक हद तक ही स्वीकार की जाएगी। अधिकारियों को भी अपनी सीमा का पालन करना होगा। उन्होंने कहा कि किसीलेखपाल के साथ उत्पीड़नात्मक कार्रवाई की गई, तो संगठन आरपार की लड़ाई लड़ेगा।

 संयम से लेना था काम

अधिवक्ता संघ अध्यक्ष केजी मिश्र ने कहा कि मंगलवार को तहसील में जो कुछ हुआ, वह अत्यंत दुर्भाग्यपूर्ण था। इस तरह की घटना नहीं होनी चाहिए थी। लेखपालों को यदि एसडीएम से कोई शिकायत थी, तो इसके लिए डीएम से मिलकर अपना पक्ष रखना था। संस्कारविहीन आचरण की कोई जरूरत नहीं थी। ऐसे मामलों में ज्यादा धैर्य व संयम के साथ आगे आने की जरूरत होती है।

 Ambedkar Nagar.  (Alapur) Annoyed by the notice given to the fellow employee, the accountants created a ruckus on Tuesday, gheraoing the SDM in Alapur tehsil.  The Lekhpals alleged that the behavior of the SDM continues to be abusive, which cannot be accepted.  Lekhpal went and stood in front of the SDM's car.  His gate was opened.  After that there was a lot of sloganeering.  The SDM had to get down from the vehicle and go back to his room.  There too, the accountants raised slogans and created a ruckus.  Later, on the intervention of the advocates, the anger of the accountants was pacified.  As soon as the information was received, the force of many police stations including CO Alapur reached the tehsil premises.  On the other hand, after bringing the matter to the notice of the DM, the SDM registered a case against three accountants in Jahangirganj police station under various sections against nominated and 25 unknown accountants.  In this, the SDM accused the Lekhpals of threatening to beat them by taking out their shoes and implicating them in the Dalit Act.

 It is noteworthy that a day earlier on Monday, a meeting of BLO was held in the Tehsil premises.  In this, many types of information were being sought by the officials.  SDM Mohanlal Gupta expressed displeasure over the carelessness of the Lekhpal, then he got into an argument with the SDM in the meeting itself.  In view of this, a show cause notice was issued to the concerned accountant Anuj Pratap Sharma late on Monday evening.  This sparked outrage among the accountants.  All the Lekhpals of the Tehsil area gathered in the Tehsil premises on Tuesday.  Here, accusing the SDM of often using abusive part and humiliating the accountants, he decided that a direct talk would be held with the SDM regarding this attitude.  They have to change their attitude.  The uproarious meeting of the accountants was going on that in the meantime, as soon as the news of DM's visit to the area was received, the SDA started leaving in the jeep.  On getting information about this, a large number of lekhpals quickly reached there and started shouting slogans by gheraoing the SDM.

 The Home Guard and the orderly tried to stop and convince the accountants, even then the ruckus did not stop.  The Lekhpal was intensifying the sloganeering against the SDM.  The angry accountants even opened the gate to force the SDM to get off the car.  Seeing the commotion increasing, the SDM got down from the jeep and went straight to the room.  There was a lot of commotion there too.  As soon as the information is received, besides CO Jalalpar Krishnakant Shukla, Alapur, Jahangirganj, Katka, Malipur, Jaitpur, and Jalalpur etc.

 When the SDM reached his room, the accountants there also got angry.  Slogans and said that often unparliamentary language is used by SDM.  Because of this, patience is now the answer.  Seeing the commotion, many senior advocates of the tehsil reached the SDM room.  He intervened and pacified the commotion.  The Lekhpal then came out of the room.  Then the SDM could leave the Tehsil premises in the direction of the DM's door.

 Ramsidhar, the local president of Lekhpal Sangh, said that the attitude of the SDM was indecent for a long time.  He was being treated rudely.  They do not have the right to call or scold the accountants in abusive language.  Lekhpals are not bonded labourers.  We all do and will do the work of the government completely, but any play with personal honor will be accepted only to an extent.  Officials also have to follow their limits.  He said that if coercive action is taken against any accountant, then the organization will fight the battle of all.

 Advocates Association President KG Mishra said that what happened in Tehsil on Tuesday was extremely unfortunate.  Such an incident should not have happened.  If the accountants had any complaint with the SDM, then for this they had to meet the DM and present their side.  There was no need for unethical conduct.  In such cases, it is necessary to come forward with more patience and restraint.
